White House Opposes Congressional Bill to Block Nvidia’s AI Chip Sales to China

The Biden administration is pushing back against the GAIN AI Act, a bipartisan bill that would restrict Nvidia and AMD from selling advanced AI chips to China and other embargoed nations. The legislation would mandate chipmakers to prioritize U.S. customers before exporting controlled technology, but Nvidia contends no domestic shortages exist.

Separately, the SAFE Act is being drafted to formalize existing chip export limits to China for 30 months. Nvidia CEO Jensen Huang acknowledged zero revenue projections for China but left the door open for future market reentry. Treasury Secretary Scott Bessent hinted at potential leniency, suggesting Nvidia could sell Blackwell chips to China once they're no longer cutting-edge.

The TRUMP administration has joined the opposition, urging Congress to reject the bill. This marks a significant victory for Nvidia, which has fiercely defended its global market access. The GAIN AI Act's proposed customer prioritization system would effectively bar Nvidia and AMD from selling their most sophisticated products to China.
